Taylors Fire and Sewer District Receives Top Award from SCDHEC

Taylors, S.C. (April 5, 2018) – Taylors Fire and Sewer District is pleased to announce that the district recently received the South Carolina Department of Health and Environment Control’s (SCDHEC) Facility Award of Excellence for 2017. This was the second consecutive year that the district has received the prestigious award. The award was presented at the March 2018 South Carolina Environmental Conference held in Myrtle Beach.
According to DHEC, the Facility Award of Excellence recognizes those facilities that are striving to meet or exceed customers’ expectations in environmental protection. All South Carolina facilities that have a National Pollutant Discharge Elimination System (NPDES) or a No Discharge (ND) permit were eligible to submit an application for the recognition.
“This award is a testimony of the dedication of our staff team to perform their work to the highest standard possible,” said Paul Bowen, Chairman of the Board of Commissioners of the Taylors Fire and Sewer District.
“We are proud of their commitment to water quality protection and the teamwork they consistently demonstrate.”
“This is the second year in a row that our district has been the recipient of this important award, which is a tremendous honor.” said Samantha Babb, Director of Sewer Services for the Taylors Fire and Sewer District.

Taylors, S.C. (April 6, 2018) – Taylors Fire and Sewer District is pleased to announce that the district recently received the Water Environment Association of South Carolina’s (WEASC) Excellence in Collection System Operations Award for 2017. The award was presented at the March 2018 South Carolina Environmental Conference held in Myrtle Beach.

According to WEASC, the Excellence in Collection System Operations Award is presented to the facility that best demonstrates significant, lasting, and measurable excellence in the operation and maintenance of a collection system, or the prevention of the degradation of the water quality in a region, basin, or body of water through improvements or management practices. Only one large system and one small system in SC are named recipients of the award each year. “Receiving this award is a real honor as it is a tribute to the quality service we provide as a district,” said Paul Bowen, Chairman of the Board of Commissioners of the Taylors Fire and Sewer District. “The award emphasizes that successfully operating a collection system requires collaborative efforts among different disciplines.”

FY 2017

The Taylors Fire and Sewer District hereby gives Notice of a Public Hearing regarding the Fiscal Year (FY) 2017 General Fund Budget to be held before the Board of Commissioners on June 21, 2016, at 4:30 pm at the District Office located at 3335 Wade Hampton Blvd. Taylors, SC 29687.

The FY 2016 (2015 Tax Year) tax rate millage for the Fire Department is 56.4. For FY 2017 (2016 Tax Year) the proposal is to leave the millage tax rate at 56.4.

The FY 2016 (2015 Tax Year) tax rate millage for the Sewer Department is 20.8 and the proposed tax rate millage for FY 2017 (2016 Tax Year) is 22.3.

There is no proposed percentage increase in the millage rate between FY 2016 and FY 2017 for the Fire Department, while the Sewer Department proposed percentage increase in the millage rate is 7.21%. The change in operating millage is 2.00%. The overall proposed millage increase is 1.94%.

The total budgeted revenues and expenditures for FY 2016 for the Fire Department was $4,208,000 and proposed total for FY 2017 is $4,554,000. The total budgeted revenues and expenditures for FY 2016 for the Sewer Department was $2,011,000 and proposed total for FY 2017 is $2,247,000. The increases are primarily due to increased personnel costs for both Departments, while a portion of the increase for Sewer is due to capital expenditures which will be financed.

*Taxpayer Impact*

According to the 2016 tax year proposed millage, the homeowner of a home valued at $100,000 would pay approximately $225.60 in property taxes for annual fire protection and $89.20 for annual Sewer maintenance services, which is a combined increase of $6.00 (or 1.5 mils) from the 2015 tax year.

The FY 2015 (2014 Tax Year) tax rate millage for the Fire Department is 53.6 and the proposed tax rate millage for FY 2016 (2015 Tax Year) is 55.4.

The FY 2015 (2014 Tax Year) tax rate millage for the Sewer Department is 19.8 and the proposed tax rate millage for FY 2016 (2015 Tax Year) is 20.4.

The proposed percentage increase in the millage rate between FY 2015 and FY 2016 for the Fire Department is 3.36% and for the Sewer Department is 3.03%. The overall proposed millage increase is 3.27%.

The total budgeted revenues and expenditures for FY 2015 for the Fire Department was $4,671,000 and proposed total for FY 2016 is $4,844,000.

The total budgeted revenues and expenditures for FY 2015 for the Sewer Department was $2,357,500 and proposed total for FY 2016 is $2,320,000.

The proposed percentage increase in the budget between FY 2015 and FY 2016 for the Fire Department is 3.7%. The proposed decrease for the Sewer Department is 1.6%. The Fire Department budget increases by a greater percentage than the millage rates increase due to capital expenditures, which will be financed by capital lease and/or appropriated fund balance.

According to the 2015 tax year proposed millage, the homeowner of a home valued at $100,000 would pay approximately $221.60 in property taxes for annual fire protection and $81.60 for annual sewer maintenance services, which is a combined increase of $9.60 (or 3.3%) from the 2014 tax year.

The FY 2014 (2013 Tax Year) tax rate millage for the Sewer Department is 19.4 and the proposed tax rate millage for FY 2015 (2014 Tax Year) is 19.8.

The proposed percentage increase in the millage rate between FY 2014 and FY 2015 for the Fire Department is 3.28% and for the Sewer Department is 2.06%.  The overall proposed millage increase is 2.95%.

The total budgeted revenues and expenditures for FY 2014 for the Fire Department was $4,370,000 and proposed total for FY 2015 is 4,671,000.

The total budgeted revenues and expenditures for FY 2014 for the Sewer Department was $2,136,540 and proposed total for FY 2015 is $2,357,500.

The proposed percentage increase in the budget between FY 2014 and FY 2015 for the Fire Department is 6.9% and for the Sewer Department is 10.3%. The budgets increase by a greater percentage than the millage rates increase due to capital expenditures, which will be financed by capital lease and/or appropriated fund balance, and increased personnel costs.

According to the 2014 tax year proposed millage, the homeowner of a home valued at $100,000 would pay approximately $214.40 in property taxes for annual fire protection and $79.20 for annual sewer maintenance services, which is a combined increase of $8.40 (or 2.9%) from the 2013 tax year. This impact does not include a change in millage related to debt service, which is expected todecrease in the 2014 tax year.

The FY 2013 (2012 Tax Year) tax rate millage for the Fire Department is 50.4 and the proposed tax rate millage for FY 2014 (2013 Tax Year) is 51.9.
The FY 2013 (2012 Tax Year) tax rate millage for the Sewer Department is 19.0 and the proposed tax rate millage for FY 2014 (2013 Tax Year) is 19.4.
The proposed percentage increase in the millage rate between FY 2013 and FY 2014 for the Fire Department is 3.0% and for the Sewer Department is 2.1%.
The total budgeted revenues and expenditures for FY 2013 for the Fire Department was $3,926,250 and for the Sewer Department is $1,937,000.
The proposed total revenues and expenditures for FY 2014 for the Fire Department is $4,370,000 and for the Sewer Department is $2,136,540.
The proposed percentage increase in the budget between FY 2013 and FY 2014 for the Fire Department is 16% and for the Sewer Department is 21%. The budgets increase by a greater percentage than the millage rates increase due to capital expenditures, which will be financed by capital lease and/or appropriated fund balance, and potential grants received for the Fire Department.

*Taxpayer Impact*
According to the 2013 tax year proposed millage, the homeowner of a home valued at $100,000 would pay approximately $207.60 in property taxes for annual fire protection and $77.60 for annual sewer maintenance services, which is a combined increase of $7.60 (or 2.7%) from the 2012 tax year.

Taylors Fire and Sewer District Septic Tank Reimbursement Policy

Effective Date:  May 12, 2009
Amended Date:  May 14, 2013

Taylors Fire and Sewer District Commissioners approved the following for properties with septic tanks within Taylors Fire & Sewer District:

If sewer is NOT available, a Property Owner may be reimbursed up to $250 within the last three (3) years for pumping septic tanks contingent on the septic tank being certified as a failing system by a licensed plumber. Reimbursement is only given one time in any three year period. In order to get reimbursement, the Property Owner must bring in the original dated paid receipt for the pumping service signed by the plumber doing the service. Reimbursement will only be made if receipts are turned in within 180 days of the date on the receipt. Only septic tank pumping can get reimbursed, if you have failing drain field lines those do not fall in the reimbursement policy.

If sewer IS available, a Property Owner must tie onto the Taylors Fire & Sewer District Sewer System. No Septic Tank Reimbursement will be available.

Any exceptions may be considered on a case by case basis by the Commission Board.


TAYLORS FIRE & SEWER DISTRICT & GREATER GREENVILLE SANITATION JOINT PRESS RELEASE

Taylors Fire and Sewer District (TFSD) and Greater Greenville Sanitation were recently made aware of third party information that was shared with WORD 1330 and TFSD customers regarding a proposal for “annexation” by Greater Greenville Sanitation.

Both TFSD and Greater Greenville Sanitation would like to assure customers that the information they may have received is false and that there is NOT a proposal for annexation underway. Rather both organizations are working in a cooperative effort to simply provide customers with another cost effective alternative when choosing solid waste services.

The genesis of that effort occurred several months ago when Greater Greenville Sanitation was approached by TFSD to provide commercial sanitation services to their District Office and Fire Station, so as to realize a greater cost savings and expanded service levels verses their existing provider. An article regarding these savings was published on December 12, 2012 in The Greer Citizen.

As a result of that conversation TFSD requested that Greater Greenville Sanitation provide them with information regarding how they may be able to provide similar services and cost savings to customers in the TFSD District. Subsequent meetings were held with TFSD along with a presentation at a Taylors Town Square community meeting in early February. Following those events a survey was sent out to a targeted area of roughly 1,100 customers in the TFSD to determine citizen interest.

The results of that survey will be presented at a public meeting on April 9th. It should be noted that Greater Greenville Sanitation will simply be offering their services to the Taylors area. If customers are satisfied with their current service provider then they can stay with that provider. If they are interested in receiving Greater Greenville Sanitation services, which also includes recycling and green waste collection, then they would be billed quarterly just like any other private service provider. Furthermore, and most importantly, it should be noted that receiving Greater Greenville Sanitation services will NOT result in a tax, annexation, or line item on a tax bill. Rather Greater Greenville Sanitation will simply become another CHOICE that citizens will be able to choose from in regards to sanitation services.

Once again we would like to emphasize that this is NOT an annexation, and that the choice of a sanitation service provider will continue to reside with the citizens. This project is simply a means to provide customers with another competitive option for sanitation services.

To date both organizations have been very open and transparent about this survey process which is why we wanted to take this opportunity to clear up any confusion and misinformation that customers may have received.

Taylors Fire and Sewer District provides sewer and fire protection as a special purpose district which was established in 1958 to serve Taylors.
